Procurement Package
A procurement package is a defined parcel of construction work let to a single sub-contractor or supplier. A typical UK building project has 20–60 packages covering everything from groundworks to floor finishes.

How packages are structured
On most UK projects, packages follow trade lines: groundworks, frame, envelope, roofing, mechanical and electrical (often split into mechanical / electrical / public health), partitions, ceilings, joinery, finishes, external works. Some projects use specialist packages (curtain walling, lift installation, kitchen fit-out).
Each package has a scope of works, drawings, specification, and pricing schedule. Sub-contractors are tendered against these and awarded based on price, programme fit, and capability. The awarded sub-contract value flows into the PCSR's committed cost.
Why package definition matters
Poor package definition is one of the most common sources of construction risk. Gaps between packages (e.g. who installs the ironmongery on the joinery package vs the partitions package?) lead to disputes mid-project. Overlaps lead to double-counting in the cost plan.
Good consultancies maintain a master package matrix showing every interface, every quantity-take-off, and every responsibility allocation. The matrix is the QS's most valuable Stage 4 artefact.
Common pitfalls
- Gaps and overlaps between packages. The interfaces between packages are where disputes happen. The quantity surveyor must take responsibility for these interfaces, not assume the contractor will sort them out.
- Procuring packages out of programme sequence. Long-lead packages (steel frame, lifts, curtain walling) need to be procured early. Short-lead finishing packages can wait. Getting this wrong delays the programme.
- Awarding packages without full pricing comparison. A package awarded to the lowest bidder without checking scope coverage can cost the client more in variations than the saving on award.
